Why? – in order to ‘protect us against terrorists’ of course. And that is the greatest fear of the inhabitants of the village Shelkostantsia where the US will be fighting with ‘the danger of the spread of biological weapons’. What does that mean? – probably that the US, as in case of the ‘defense against terrorists’ will create this bioweapon itself – read: a Virus. The residents who protest against these laboratories smell a rat.
Of course by mere coincidence, all the countries in which the US has taken this caring mission are post-Soviet countries. Using the slogan ‘fight against terrorism’ the US has created: a National Biological Defense Program (NBD), which incorporates such countries as Ukraine, Armenia, Azerbaijan, Georgia, Kazakhstan, Uzbekistan, and Kyrgyzstan. In 2013 in Ukraine alone, the US created laboratories in Vinnytsia, Ternopil, Uzhhorod, Kiev, Dnepropetrovsk, Simferopol, Kherson, Lviv and Lugansk.
"We do not want to be used as guinea pigs’
In the Kharkiv region, a laboratory to study the behavior of very dangerous animal pathogens was built. Recently a Ukrainian journalist Alexandr Rogers wrote about this. The American company Black & Veatch Special Projects Corp. (Bv.com) is behind the project and is financed by the US Department of Defense. According to the obtained data, the plant is located in the basement of the Institute of Experimental Medicine and Veterinary Department (zoovet.kh.ua/en), all of its employees are foreigners, mostly Americans. Under the guise of laboratory tests experiments based on the use of lethal pathogens on the battlefield are carried out there. As a result of the residents’ protests, a few years ago the bacteriological laboratory in Merefa was suspended. However, that changed after the entry of US troops on the territory of Ukraine. Planned laboratory is only about 70 meters from the nearby houses.
...The small river Rzhavchik which falls into the Mzha and then into the Seversky Donets which supplies with drinking water all East Ukraine and then falls into the Don in Russia is 500 meters from it. Nearby there passes the route “Simferopol — Moscow”… said Yuri Grebenuk, one of the Ukrainian activists.
According to the published information, the project is implemented on the basis of the agreement between the Ministry of Health of Ukraine and the US Ministry of Defense concerning the cooperation in preventing the spread of technology, pathogens and expertise that can be used to develop biological weapons signed on 29 August 2005.The Pentagon (not a civil agency, but the Defense Department itself) is responsible for this programme. According to a journalist Jeffrey Silverman A number of labs, strewn across Eastern Europe, are umbilically linked to the Biological Weapon Proliferation Prevention (BWPP) program and various projects within it, which is a cover for what is most likely an offensive program.
The observers are concerned about the secrecy of works on the creation of such institutions and about the fact that Pentagon – but not a civilian agency – stands at the head of this project. Certain fears are also associated with the need for construction of large storage facilities for pathogens that are required in the laboratory under the contract.
Frequent accidents
However this time, a fairly new idea is that the US creates these laboratories in a country that is at war,Ukraine, and relatively close to the front line. What would happen if a bomb was dropped on such a laboratory? – which is only about 500 meters from the mentioned river.
We recently learned how the Pentagon cares about the protection of the population (and its own people) against biological weapons when the information spread around about the specialists working at the military base in Utah who for about a year sent out active anthrax to a number of destinations in the US and to South Korea . The military were convinced that the bacteria were already dead and harmless. Only the recipients of the mail figured out they were dealing with a deadly biological weapon.
In the US such cases occur more frequently. In February 2009 Bloomberg reported that Baxter accidentally send vaccine material containing both live Avian bird flu and seasonal influenza to multiple laboratories worldwide. It must be noted that Baxter already made a mistake like this. Blood products produced by Baxter once contained HIV. Thousands of haemophiliacs died due to this, and many went on to infect their spouses.
An interesting case concerns also swine flu in Ukraine. The story begins when the so-called Professor Moshe had called a live radio show by Dr. A. True Ott, broadcast on Republic Broadcasting claiming to be a microbiologist who wanted to supply evidence to a States Attorney regarding tainted H1N1 swine flu vaccines being produced by Baxter’s Ukraine facility – a bio-weapon disguised as a vaccine. He said that Baxter’s Ukrainian lab was in fact producing a bio-weapon disguised as a vaccine. He claimed that the vaccine contained an adjuvant (additive) designed to weaken the immune system, and replicated RNA from the virus responsible for the 1918 pandemic Spanish flu, causing global sickness and mass death.Then Officially Joseph Moshe was arrested for calling the authorities and threatening to blow up the White House. During his arrest he sustained four rounds of tear-gas from the police, after which he was implied to be a member of the Mossad with specialised training. Moshe revealed this information in August, a full two months and more before the Ukrainian ‘flu’ epidemic broke out. You can see on this record what happened to him after that.
Another interesting example related to American laboratories and post-soviet countries is dealt with in 2012 during the outbreak of swine flu (ASF) which outbreaks in Russia. Gennady Onishchenko, the head of Russia’s Federal Service on Surveillance for Consumer Rights Protection and Human Well-Being (Rospotrebnadzor), the country’s chief public health official said then something like that.
ASF came to us from Georgia – first to the Republic of Ossetia and then to the Krasnodar and Stavropol regions. There are signs that this has been artificially injected. It is economic sabotage. The Krasnodar region has already been battling this problem for three years.
In one o his articles investigative journalist Wayne Madsen reported that the A/H1N1 virus is human-engineered pathogen that could result in a widespread global pandemic.

For example, that activity of the USA on construction of numerous laboratories in the different countries, possibly is connected with development of the biological weapon directed on a concrete genotype, the concrete nation. The existence of a dense network of laboratories allows to define an individual reaction of the population to a throw of a concrete virus and to find the most pathogenic options of infections to which the local population possesses the smallest immunity. Or that the American experts approve – 100 kg of spore of anthrax, sprayed over the city, will bring more victims than the nuclear bomb with the capacity of 1 mega ton.
.. But why then not only simple inhabitants, but also even many high officials from Ministry of Health and Veterinary service don’t know about this saving project?…
If this project according to B.T.Stegny’s statements has great national value why it was known nothing of it, why its implementation was planned in a full secret?
Accidental outbreaks are fairly well correlated with the occurrence of US labs on their areas – at least when it comes to the west coast of Africa. On the map developed by the Center for Disease Control and Prevention (Centers for Disease Control -CDC), you can see where are the US laboratories – in the center of the Ebola epidemic, on the west coast of Africa.
Ukraine in barely a year since American democracy started to roll there, has achieved a lot in terms of its helpers overseas. The minimum wage is lower than in Zambia and Ghana. Voluntary battalions formed by the followers of Stephan Bandera and Adolf Hitler control vast areas. Undemocratic journalists and politicians are eliminated. Civilians, recruits and others who just cannot flee the country are killed massively.
There is censorship of social media and the society. And finally Ukraine has become one of the best places in terms of organ . Taking the above into account, the next stage of development of Ukrainian democracy might be an accidental outbreak of some kind of virus.
